Adds a maintenance type. All maintenanceTypeInfo keys are required unless otherwise stated

 	<tr><td> - serialId</td><td>Integer</td><td>Not required. Uses maintenanceWorkorder serial Id if not set</td></tr>

**userId** `Integer`:Id of the user executing the function<br />
