Retrieves the top-level maintenance types configured in the system, such as "Corrective" or "Preventive".
These serve as the parent classification for maintenance sub types. All keys in `paramsDict` are optional and act as filters omit a key (or pass an empty dict) to return every maintenance type.
Use `enabled` to restrict results to active types, or `maintenanceTypeId`/`maintenanceTypeName` to look up a specific one.
