Retrieves procedure category records, optionally filtered by ID, name, path, or enabled status. 
Call this to populate a dropdown or tree of procedure categories on a configuration screen, or to look up a single category's details (such as its path) before creating or filtering procedures within it. 
Every key in `paramsDict` is optional, so passing an empty dictionary returns all procedure categories, while supplying one or more filter keys narrows the result set.
