Retrieves procedure step check event records - the individual check results captured when a procedure step check was actually performed during a work order's execution. 
Call this to review or report on completed check outcomes for a given work order event, procedure, or step, for example when building an execution history view or a QA report. 
Every key in `paramsDict` is optional, so passing an empty dictionary returns all check event records, while supplying keys such as `workOrderEventId` or `procedureStepCheckId` narrows the results to a specific execution or check definition.
