Retrieves the full-resolution image bytes for a single work order event image record, identified by its `workOrderEventImageId`. 
Unlike the add/update/delete functions, this getter returns the image data directly rather than a `(result, message)` tuple, so it should be used when the caller already knows a specific image id and just needs the raw bytes (for example, to bind to an Image component or write out to a file).
